Thus, the events unfold with the appointment of a new inspector to the department. The fact that the new employee is a compatriot of the head is considered a source of hope for the difficult fate of the department, but the fact that the inspector performs his work honestly and does not prioritize the issue of "compatriot" over loyal service to the state upsets the plans of the department's management.
