Fumio Yamadai (Hakuryu), the third-generation boss of the Tanba-gumi, has built the organization into the largest and most powerful in Japan. Sagara (Kazuyoshi Ozawa) of the Natsume-ikka—a family under the Tanba-gumi umbrella—expands his influence by leveraging the authority of Gono (Shiro), a Tanba-gumi senior lieutenant and boss of the Gono-gumi.
